Scott from Sport Rider Inc actually removed his grommets in order to save weight
Lordy I hope he was joking ... not only a bad idea to remove them but you would save more weight making a trip to the chiter before your ride ......................

I went outside and checked my replacement swing-arm. I have the 2 seals/grommets and also have the open screw hole. Guess I'll be hitting the hardware store tomorrow to get an M8x1.25 bolt to fill the hole.

Correction - Bolt is same as body bolt but they are M6X1

It's not missing, they are all like that. It was originally meant to be for a belt guard and they changed how it was mounted. Many use that hole for attaching home made fenders. It does go through and can allow dirt in so a plug, bolt or screw would be worthwhile.

So does it go through a solid part of the Swingarm or goes it go through the main cavity of the swingarm therefore allowing "moisture", water and other possible contaminants there.

I've wrenched on vehicles since I was a youngster. I can see some blame being put on Polaris for the ones without grommets but, if you're replacing a part why wouldn't the "mechanic" transfer all the parts over to make the new part complete like the old one is? If the original has grommets, connectors or anything else the new one needs them too.

I am surprised they knew enough to reuse the axle Most likely was written in the directions.

Okay, this all ties in nicely with what @Jdin said from his dealer. If any (semi-astute) dealer received a replacement swingarm without these (LARGE!) grommets, they would've/should've noticed the large holes & transferred your old grommets over. Makes sense...
It would look just like the picture I posted but without the grommets!
You just might have to add arrows to the picture for some people to see the grommets

My rubbers are in place. If an opening in the swingarm is bad what about the threaded hole on the top of it? Should they plug that hole too?
I put a bolt in my old swing arm and the dealer even moved the bolt to the new swing arm

I put a bolt in mine
just changed the angle drive oil and engine oil. Then threaded a SS bolt into my swingarm.

I can verify that the hole is for an M6x1.0 bolt. Just got back from my second trip to the hardware store! -
I shoved a plastic push fastener that was on the bench in mine, no trips to the hardware store.
