I am looking to see if anyone has a water cutter/laser cutter or anything along those lines or knows of a service to have something done?
Water jet cutter?

Location might help. I'm in GA (north of Atlanta) and could suggest someone here but I don't think it will work for you.

I am in Indiana, but figure location wouldn't matter much if they are able to accept my design and ship it after completion.

When I was doing research I found that there is somewhat a typical price structure in place. Even with your drawings there might be a setup fee to transfer it into what ever system program they run. Suggest looking local and do some price comparison. I use these guys for two big reasons. Local to me (pick my stuff up) and was referred by another business that liked their work.
Good luck..

Thanks @Maverick5990. I am talking to one of my buddies that might be able to accomplish what I am looking for.
On a side note, how many people would be interested in custom cover plates for their plenum for the Hahn CAIs?

I designed a custom dash plate for my radio and used Google to find a local shop with a water-jet cutter. Ended up costing me about $25, including the piece of 1/8" aluminum. Seemed reasonable enough to me compared to trying to cut it using a jigsaw by hand.

How about a jet that cuts through water?

I've seen plenty of jets today but no water. Then again I work at an airport.

I don't want to sound cheap, but if you have a local vocational high school, they may have the equipment in their metal fab shop. if so, they usually charge something like actual costs on materials plus 10% for jobs from taxpayers in their district. I have used that resource before many times in the past for metal fab as well as automotive department where I had a 4wd auto transmission overhaul for under $200
Just a thought.

Just a thought.I had asked my neighbor, an Auto Shop teacher, if his class would be interested in installing my turbo, but I asked too late in the year and they couldn't fit it in. My Dad was a High School Principal and I remember him talking about people using the Auto Shop students to repair their vehicles. The only problem I remember was scheduling as sometimes it took a while for the work to get done.
