I read about it in here somewhere. I think @Noel Hughes said to tape the horn wires to make sure they don't ground out.

Had a similar problem it was the horn wire grounding against the case.
I don't have a quick release but I added some heat shrink on the connections and pushed it up as far as possible -
OK I just took the sling off the jackstands after almost 2 months and took it for a ride and everything is great and I love my new JR I shocks but I do have a problem I need some help with on the way back my horn started blowing and I couldn't stop it I installed a NGK quick release steering will system so I took everything apart and ended up having to pull everything off to get all the way down to the horn collar once I did the horn quit blowing I put it back together and everything seems to be working my problem is I don't know what caused it and I don't know what to do about it has anybody had that problem
somewhere it was grounding out. You may have inadvertently fixed it during the disassembling.

I think it was the plastic collar that the horn plugged into i put it back together and everything seems to be fine
