Wipe them, clean them it doesn’t matter mine always look like this. Dirt is embedded into the texture. I’ve used top coat and McGuire’s black stuff and next day they always look like this.
Have you tried Lemon Pledge yet to get them looking at our?

believe it or not... the "newer" style mudflaps from Polaris use the same holes except they don't use the top hole and the smaller lower bolt that goes into the chassis tube has a deeper indentation but that should not affect the way they bolt up. I have two pair of them I'll gladly sell to you if you really want them or you could buy a pair of my fenders.
