Here's my take on section 2 of the document.
If you don't have a DOT or Snell approved roof on your slingshot you need a DOT or Snell approved helmet when riding in MO. If you have a DOT or Snell approved roof on your slingshot you don't need a helmet. If you don't wear an approved helmet have one with you and set aside money for the fine. In most cases $25, it can be higher for local violations.
The million dollar question; who makes and sells a DOT or Snell tested and approved roof?

All roof manufactures do not call the roof roll protection to cover their ass. It's a decoration. The roll bars behind the seat are roll bars and which will keep your head from being crushed in most instances
