Both are supposed to monitor overboost and AFR and shutdown the system in the event of out-of-range conditions, but what are the differences between the two designs? Anybody have experience with either system?

The SCG is a boost controller so it comes with a boost solenoid that you install between the turbo and the wastegate and the gauge will control boost instead of just the spring in the wastegate.

The PSB-1 is just a monitor and does not have a built in boost controller. It is more like the AEM failsafe gauge and can monitor air/fuel and boost and has an output that can be hooked up to a boost controller to have it cut boost if the parameters are outside what is set, but the PSB-1 is not a boost controller itself.
The SCG-1 is the same as the PSB-1, except it is also a boost controller and you can have it control your boost and also cut the boost if the parameters set fall outside what you set and is more of an all in one gauge setup.
If you have a car that already has a turbo and boost controller from the factory, the PSB-1 works really well. If you are adding a turbo to a vehicle like the Slingshot and want boost control and safety the SCG-1 is the more complete option.
