That bracket change was made when they went from a cast rear frame member to the welded bracket design. Assume it was done as additional bracing. They could have done a better job of designing the bracket to be even. Really wouldn't have been much to do. I think it was 100% an engineering change and was never looked at by someone before it was too far along to change or correct. Engineers see things differently...
