If you are painting the plastic panels, the same steps are used except you will not color sand or buff and you should use an adhesion promoter on the plastic before priming with the epoxy.
Don't make the mistake and get cheap quality paint products but instead use a namebrand automotive urethane.
Practice on something small first to get the hang of spraying. If the paint comes in a spray can it is more than likely enamel and not a good choice! !!!!

Now with a high speed buffer, some 3M #3 compound you buff to a high glaze. Here the left side has been buffed ...

Last steps: sand the clearcoats with 2000 wet sandpaper and then with 3000 wet sandpaper. It should look dull again.

It takes 5 hours to be dry enough to be 'dust free' . I'm baking at 150 degrees for 2.5 hours because I need the booth for other parts!
Still not done! Next will come 'color sanding and buffing. Later.

Wait another hour and PPG DUC 3000 clear is applied -- 2 wet coats. You can use a good quality clear coat but the 3000 sets up a bit faster.

I have waited an hour and applied the base coat of Corvette Yellow.

One wet coat should do it. If not covered, wait 30 minutes and apply another coat. Color can be sprayed on after 1 hour or up to 3 days!

Step 3:
Apply epoxy primer. Here is what I use. It is great and mixed with activator 2:1 let it sit for 15 minutes before using stirring often. -
Then you MUST wash the dust off and I mean SCRUB it clean! It will turn shiny until it dries.
All sanding dust fron and back removed!
You will notice a little filler on the hood. When removing emblems they may come off without damage or the may be stuck too tight to the uncured paint as was the case on this hood. Only use catalized fillers and sand completely smooth to the original paint surface. -

STEP 2:
Taking RED Automotive scotch Brite pads, scuff the surface until it is completely dull!

This is what the part will look like after sanding: There will be some 'shiny' spots... We're not done yet!

STEP 1 ::
Clean part with Wax&Grease remover. Put it on and wipe off before it dries! Next, use a 'Squirt' of Dawn in some warm water- soak 220 wet sandpaper for 15 minutes and proceed to wet sand keeping it wet and wiping the residue off frequently.

@Painter I told you it was something I wanted to do. Do I leave the tape and just put it back on when I'm finished with it? Thank you so much for the detailed video. I would get to a point and watch the next one.
if the tape is flat I would just leave it on but it must be flat! As @rabtech has stated before there are 13 screws plus the front part of the fender to hold it down without the tape.
