As long as our politicians are free to accept bribes, I mean campaign contributions, I'm afraid that money speaks louder from larger contributors. The US Supreme Court may think money is free speech, but I refuse to believe a corporation is a person. The people running the corporation may be considered persons (although not all of them really qualify as human beings), but most corporations lack a moral compass, something I feel helps most people behave better.

NHTSA finally release rules for Low-Volume Car Manufacturing - https://www.rcnmag.com/news/nhtsa-issues-proposed-rulemaking. The new rules actually seem to offer some flexibility that should facilitate new manufacturers entering the low-volume market.
