In the days of the Gold Wing --- the guys riding Gold Wings would not get nailed the 'cameras' could not read the plates tucked under the back box...all the other bikes would get nailed...
When travelling on the Harley, I used a removable luggage rack, and a Tbag. It would hang far enough back and down, many times you couldn't see the license plate if you were following me, much less a camera get a shot on it.
