That is the plug for the fog light circuit if you so desire to use it. It can be used for other things also. You can order the wire,plug and relay kit from SlingMods

What powers them ? Switched power or light switch
Switched Power, you also get a switch for the dash

You need to put the fuse in the fuse box for the fog lights as well as the relay for it. Then you have to install a switch to control them. Behind the radio you'll find the plug for the back of the switch. The wires have a tag sating fog lamps for easy identification.
